Kumba I Mayor Says Ghost Town Is Anti-Developmental

Prince Eseme Moses Esembe, the Mayor of the Kumba I Sub Divisional Council, has
openly come up to decry the phenomenon of 'ghost towns ' in his municipality.
He
was speaking on Friday July 24, 2020, in the Kumba I Sub Divisional council
hall, during an Ordinary council session to examine and adopt the joint
administrative, management and stores accounts of the Council for 2019.
The
Mayor stated:" Another phenomenon plaguing our municipality is the ' ghost
town'. I want to think that we have been suffering a lot from this
anti-developmental and an unprogressive vice.
"Kumba
being a City and also the Divisional headquarters of Meme division, we must
stop this ghost town and emulate the other Divisional headquarters like Fako
and Manyu respectively ". The Mayor said.
The
call by the Mayor of the Kumba I Sub divisional council to put an end to the
'ghost town ' phenomenon called by the Separatist fighters in North West and
South West regions of Cameroon in the face of the ongoing socio-political
crisis in these two English-Speaking regions, is not a surprise as he was
recently in the streets in Kumba alongside other municipal, administrative and
security officials, educating the population on the need to end ' ghost towns'
in Kumba.
Since
the arrest of the Separatist leaders in Nigeria, the phenomenon was permanently
imposed for every Monday and other days and weeks depending on events, all in a
means to bring the Government on its knees as businesses and movements are
grounded in this part of the country.
Despite
the continuous ' ghost towns', the government of Cameroon has not succumbed to
such pressure and going on with its crackdown on Separatist fighters in North West and South
West regions . The government is also planning to carry out its reconstruction
and development of the two regions.
It
is now left for the population and the authorities to work in synergy to bring
the phenomenon to an end otherwise, the Mayor’s call would be like throwing
water on a duck's back.
The
2019 Administrative Accounts of the Kumba I Sub Divisional council registered a
total sum of 627, 523,568 FCFA being revenue effectively realized for that
year.
A
total expenditure registered stands at the sum of 373,461, 247 FCFA. Thus, an
excess in revenue and expenditure stands at 254,062,321 FCFA and shall be
carried forward into the 2020 Council budget.
This
makes the 2019 budgeted revenue executed rate at 93.29 %, while the expenditure
realization rate stands at 54.637%.
The
Administrative Accounts for 2019 has a perfect concordance with the Management
Account for the same period which was managed by the Vote holder and Municipal
Treasurer respectively. The Stores Account for 2019 equally witnessed a slight
growth following the new assets that were acquired during the year by the
Council.
The
2019 Administrative Account was executed by the former SDF Party Mayor, Abel
Ebako Ndoh, who lost the February 9, 2020, Polls to the CPDM Party.
